The Joint Council for Cosmetic Practitioners (JCCP) has appointed Lloyd Bracey as its new Chair, with Andrew Rankin taking on the separate role of Registrar.
The appointments come at an important time for the cosmetic sector. The need for stronger education and training standards, appropriate safeguards for higher-risk procedures and effective professional accountability remains firmly in focus.
As a long-standing partner of the JCCP, Hamilton Fraser welcomes the appointments and the additional clarity they bring to the organisation’s leadership structure.
Hamilton Fraser founder and CEO Eddie Hooker has been a trustee of the JCCP since its formation in 2017. Hamilton Fraser and the JCCP have worked together for many years to support responsible practice, strengthen professional standards and improve public protection across the cosmetic sector.
Lloyd Bracey brings extensive experience of governance, regulated environments, regulatory assurance and strategic communication to the role of Chair.
His career has involved working with senior leaders and boards in complex and highly regulated organisations. He has also spent many years consulting to pharmaceutical companies, giving him a strong understanding of the governance frameworks, regulatory discipline and ethical standards needed to protect patients and maintain public trust.
Bracey’s communication experience will also be important to his new role. The cosmetic sector involves complex and sometimes sensitive issues that must be explained clearly to practitioners, policymakers, regulators and members of the public.
As Chair, Bracey will focus on strategic leadership, independent oversight, Board governance and stakeholder engagement. He will also help the JCCP communicate its purpose, standards and position with clarity and consistency.

Alongside Bracey’s appointment, Andrew Rankin has been appointed Registrar of the JCCP.
Although the two positions will work closely together, they have distinct responsibilities. Bracey will lead on strategy, governance, Board oversight and communication, while Rankin will provide specialist leadership across the JCCP’s professional and regulatory functions.
Rankin will continue to oversee the Practitioner Register Committee and Clinical Advisory Group and maintain the JCCP’s engagement with regulators and other stakeholders.
This separation of responsibilities is intended to strengthen accountability and bring together independent strategic leadership with detailed regulatory and professional expertise.
Rankin said Bracey’s appointment followed a rigorous interview process and would help take the JCCP into the next stage of its operations and long-term strategy.

The JCCP’s leadership changes come as the cosmetic sector continues to face scrutiny over practitioner competence, education and training, the delivery of higher-risk procedures and the need for effective regulation.
